Run OUTRIDERS-Win64-Shipping.exe as administrator.
If the error “Failed to initalize steam” occurs, run the Fix error Steam.url file in the distribution folder, a demo installation window will open. In this window, click "Cancel", or simply interrupt the download that has begun.
